ACER publishes the decisions on new rules for further integration into the EU electricity balancing markets


The European Union Agency for the Cooperation of Energy Regulators (ACER), in which NERC also takes part, publishes the decisions in line with the EU Regulation establishing a Guideline on Electricity Balancing, which aims to integrate further the EU electricity balancing markets.

The first decision sets the implementation framework for the European platform managing the imbalance netting process. This framework provides the rules for optimizing the imbalance netting process on a cross-border basis in Europe, turning the voluntary cooperation among Transmission System Operators (TSOs) into applicable rules for every TSOs in Continental Europe.

Imbalance netting process includes a platform on which the TSO will coordinate its action on the activation of reserves - in order to prevent two or more different TSOs from activating reserves at the same time - one for reserve regulation downwards, the other upwards.The second decision regards the methodology establishing a list of standard products for balancing capacity for frequency restoration reserves and replacement reserves. The methodology provides the rules for an efficient exchange, sharing and procurement of reserves on a cross-border basis in Europe.

The third decision concerns the methodology establishing a co-optimized allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves, which should lead to an optimized allocation of cross-zonal capacities to the day-ahead energy or balancing capacity markets and therefore to maximize possible welfare gains and ensure efficient and optimal cross-zonal transmission system capacity allocation.
