The NERC issues the licenses for the public water supply, registers these licenses, suspends their validity and withdraws the licenses, and also exercises control over compliance of the public water suppliers with the license conditions. A public water supplier is an undertaking controlled by the State or municipality (municipalities) that acquired, in accordance with the procedure laid down by the Law on Drinking Water Supply and Waste Water Management and other legal acts, the right and duty to carry out public water supply in the public water supply territories (public water supply regions) of a municipality (several municipalities).
Under the new version of the Drinking Water Supply and Sewerage Act , all entities engaged in the drinking water supply and ( or ) wastewater management must obtain a license issued by the Commission until 1st November, 2015.
