The National
Energy Regulatory Council (NERC), taking into account European Commission
Regulation (EU) 2017/2195 of 23 November 2017 establishing
a guideline on electricity balancing, adopted the proposal of the Baltic
transmission system operators on common settlement rules for the unintended
exchange of energy.
The
adopted rules will be applied to all Baltic transmission system operators
(TSOs) for the settlement of unintended exchange of energy between TSOs in the
synchronous area, i.e. for the amount of energy that results from power and
frequency management error between TSOs’ systems.
In
addition, the implementation of these rules is provided in the Agreement
between the Baltic TSOs on the
Operation and Settlement of Baltic Coordinated Balancing Area.
