NERC approved the amended rules of the use of AB „Klaipėdos nafta“ LNG terminal



National Energy Regulatory Council (NERC) approved the amended rules on the use of the AB „Klaipėdos nafta“ liquified natural gas terminal. The main goal of the changes is to ensure that the LNG terminal capacities are allocated to the market participants in accordance with their needs and expectations during the yearly LNG terminal capacity allocation procedure for the period between 2022 October 1st and 2022 December 31st.

The rules have been updated with the Klaipėda LNG terminal's yearly capacity allocation procedure for 2022 4th quarter. According to the rules that were in force until now, during the yearly capacity allocation procedure priority was given to those LNG terminal users that ordered the largest capacity amounts, also taking into account the duration of the requested capacity booking.

To ensure that the terminal can be used by as many clients as possible, the updated rules ensure that one user of the terminal cannot order more than half of the total available capacity. In cases when the terminal's supply of capacity is higher than the demand, capacities would be divided proportionally (“pro-rata"). Priority would be given to those companies that had been using the LNG terminal for the past 3 years and, in essence, understand the working principals of the LNG terminal.

Another amendment of the rules and a public consultation are planned in the future. This consultation will allow for the allocation of long-term capacities. These planed new rules would apply for capacity allocation from 2023.

According to the current rule change, no less than 8 TWh of LNG terminal capacity will be distributed for the months of October-December.​
