On 29 March 2018 NCC approved the Fallback procedures, submitted in accordance with Article 44 of Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a guideline on capacity allocation and congestion management (CACM). This proposal covers Fallback procedures for the Baltic Capacity Calculation region.
The Fallback Procedures ensure a transparent and non-discriminatory approach towards facilitating cross-zonal capacity allocation in the event that the single day-ahead coupling process is unable to produce results. In conclusion, the Fallback Procedures Proposal takes into account existing solutions and contributes to the general objectives of the CACM Regulation to the benefit of all market participants and electricity end consumers.
On 20 March 2018, all Baltic CCR NRAs found agreements on the proposals for the Fallback procedures. Therefore a decision on Fallback procedures proposal was required by each NRA by 29 March 2018.
