Representative of the NCC shared Lithuanian experience on reviewing and approving capital investment plans


​In March, 2018, a 1st educational workshop: Energy capital investment programs of the Energy Regulators Regional Association (ERRA) was held to discuss measures, criteria and methodological principles that regulators can use to assess corporate capital costs during the regulatory period.

Representative of the NCC Ignas Kazakevičius Chief Specialist of the Gas Division of the Gas and Electricity Department introduced Lithuanian practice on reviewing and approving capital investment plans in this international workshop, which took place in Budapest (Hungary). Pricing principles applied in Lithuania as well as coordination of the investments submitted by companies were discussed. Questions about adjusting the price caps during the regulatory period, calculating the WACC (weighted average cost of capital), adopting criteria for the assessment of investment approval decisions were elaborated during the workshop.
